NEW SWINDON RATE BOOKS
1865, 1867, 1868 & 1869

Introduction

 

The New Swindon Rate books for 1865 and 1867 were originally deposited in the Swindon Reference Library Local Studies Room and, during 1985, they were transferred to the Wiltshire Record Office at Trowbridge. However, before these books were transferred they were hurriedly transcribed as it was thought they would be of value to those researching family or local history in Swindon particularly as the building and expansion of the Great Western Railway had occasioned a large influx of workers into the town from all over the country.

 

Whilst searching for the catalogue numbers of the above books in the Wiltshire and Swindon Record Office at Trowbridge yet another rate book was discovered which included the years 1868 and 1869. To make the overall picture complete, it was decided to transcribe these to add to the collection. It was unfortunate that the 1866 rate book was missing but the four surviving books do supply an overall picture of the growth of the town during this decade. For example, the assessments for 1865 number 667 but in 1869 they number 897 plus a number of names shown in Folios 89 to 98.

 

It was on the 31 August 1835 that the Great Western Railway was formed and by 1840 the railway works had begun with the new workshops being built in 1843 with Box stone from the Box tunnel workings and Cambria Bridge in New Swindon being built to carry the stone. The new railway village built near the railway works to accommodate the workmen was built from stone quarried from the Old Town Quarry works, now the site of the Town Gardens. St Mark's church was built around this period for the railwaymen and their families who were members of the Church of England. The parish registers are held at the Wiltshire and Swindon Record Office with copies on microfiche at the Swindon Archive Office, Reference Library, Swindon. School registers for the locality are also held at the record office and are another invaluable source for local and family history.

 

The rate books may possibly act as mini-censuses for the years covered in New Swindon when there seemed to be a great many incomers not just to work in the railway but to work in the subsidiary manufactories and shops. From the information supplied in the rate books, together with the government census returns of 1861 and 1871 and the various Street Directories for the area (on microfiche) which show names and any updated addresses, it is hoped that researchers who are seeking their ancestors who moved to Swindon to work for the GWR Company may be able to locate them. It also needs to be stressed that throughout the years house numbers and names of Streets may have changed. For example it will be noticed that in some Streets some houses were numbered whilst others were not and that they did not always run in sequence. It may be of interest to those not familiar with the town that the houses of the Railway Village still exist and the village is `listed' and remains mostly unchanged, as does the Railway Tunnel where men used to walk to and from their work `inside', as it was termed, the Great Western Railway Works. The Steam Museum reflects the past days of `God's Wonderful Railway' as it was known. It will be noted, too, that the Railway village Streets were named after main line stations on the Paddington to Exeter line.

 

Several years ago a chart was discovered in the Local Studies Room dated 1842 which had been donated by J Powell. The chart contained names and addresses of the first residents of the then newly built Railway Village and this has been recorded and published by WFHS.

 

In 1989 I extracted, with the help of my husband, the names of those born in Wales and who were then residing in Cambria Place, formerly the Welsh Colony, in Swindon for a lecture on the census with particular emphasis on the movement of people from Wales to Swindon. It has to be pointed out, though, that an Englishman living in the Old Town acted as enumerator to this Welsh enclave in Swindon and, it would seem, from his enumeration that he had some difficulties with Welsh place names and at times had to spell them phonetically which did not always succeed in giving the correct place name. This extract appears as Appendix Two together with a section of the 1875 and 1876 North Wilts Directories which shows some of the inhabitants of Cambria Place at that time. One point to make is that the Welsh immigrants to the town who resided in Cambria built their own Welsh Baptist chapel for worship. Today, it is no longer a chapel although up to the present time the building is still there. I have made an attempt to interpret some of the more obscure place names with which the enumerator seemed to have some difficulty and these have been placed in italics and in brackets at the side of the original spelling (see "Phillimore Atlas and Index" by Cecil Humphery Smith (2nd ed 1995) and "Bartholmew's Gazetteer of the British Isles" (First Edition 1977).

 

Unfortunately, there were no suitable maps of Swindon for the dates of 1865 or 1869 of New Swindon which could be inserted into this publication for Swindon but the book of the "GWR Swindon Works" by FW Hawksworth includes some plans relating to the early development of the railway and railway village from 1846. The 1883 "North Wilts Directory" included a map by Orlando Baker which provides a clear picture of Old and New Swindon and the division between the two at that particular time. It may be of interest for visitors to the town who walk down the main shopping Streets of Regent Street, Bridge Street, Fleet Street and some of the remaining side Streets such as Havelock Street and Market Street to glance up and notice that in some cases the first floors of the old houses are still intact and still visible above the shop fronts.

 

Attention should be drawn to the "Victoria County History of Wiltshire" Vol 1X for Swindon, pages 109 to 113, as this history describes New Swindon from its early days and it is necessary to take into account the footnotes which provide valuable sources for further research. There are numerous other publications, including the early directories which now on microform in the Swindon Reference Library, specifically Moore's Loyal Almanacks dated 1855, 1856 and 1865 which give names of the New Swindon professional gentlemen, merchants, manufacturers and tradesmen. A transcribed copy of the 1856 Almanack has been included as the Almanack when I last saw it to make a photocopy of a page was in an extremely fragile condition and further copying is not now possible (Appendix One). It is suggested that reference should also be made to Astill's Swindon Almanacks (as mentioned above) for the dates of 1876, 1877 and 1878. In addition, census returns for New Swindon from 1841 to 1901 may also be consulted in the Swindon Reference Library. There are a substantial number of books on the history of early Swindon which will provide an understanding to these rate books and the early immigrants to the town. (see `Selected Reading' for some of these histories which, although now out of date and print, will be found in the Swindon Local Studies Library and in the Wiltshire Local Studies Library at Chippenham). The Swindon Reference Library also has a collection of early photographs of the town as does the Wiltshire Local Studies Library. Swindon Reference Library also holds a large collection of GWR Railway books and magazines. The National Monuments Records Centre, Kemble Drive, Swindon has a large collection of maps, books and relevant information relating to the building of Swindon.

 

Some extra information in the rate books transcripts regarding some of the Street names have been added which, it is hoped, will make various items clearer such as that of Cambria Place referred to in 1869 as formerly known as the Welsh Colony, Cromwell Road which became Cromwell Street and Faringdon Street which became Faringdon Road. Ladd's Mill and Rushey Platt houses were eventually incorporated into Wootton Bassett Road. Some terraces such as Falcon Terrace were also incorporated into Westcott Place area and are still in existence, as can be seen by the engraving of the place names at the top of the houses. It will be seen, too, that during the four years between 1865 and 1869 the town of New Swindon had grown considerably in size and continued to expand throughout the rest of the 19th, 20th and into the 21st century.

 

Although there were many public houses in New Swindon, it can be seen that not one is mentioned in the rate books although `near the Greyhound' is mentioned and the Greyhound Public House still stands at the corner of Westcott Place. As an example, Richard Dunn was licensee of the Whale public house which was situated by the side of the Wilts and Berks Canal in Cetus Buildings but although his name is included in the rate books, no mention is made that the `house' was a public house.

 

Census returns for New Swindon were most revealing concerning the growth of this new railway town - 1841 - Nil: 1851 - 2300: 1861 - 4167: 1871 - 7628: 1881 - 15086 and by 1891 the population of New Swindon had grown to almost double that of 1891. As an example, the 1871 census for the Welsh Colony showed that many of the Welsh immigrants had married local girls and had children born in New Swindon. ; It will be noticed that many of those who had been tenants in 1865 had, by 1869, purchased their own houses from their landlords. A great number had also changed addresses or moved away elsewhere. Many of the road and Street names changed over the years and it is necessary, therefore, when endeavouring to find some of the old names to consult ordnance maps of the area which are held in the Swindon Reference Library. Great changes eventually took place in New Swindon during the intervening years and by 1901 the two towns of Old and New Swindon had joined together to become the Borough of Swindon.

 

The Steam Museum, Kemble Drive is well worth a visit to discover more about the Great Western Railway and the way it worked. Nearby, is the National Monuments Record Centre, Kemble Drive which also houses information and plans concerning Swindon and its railway works. The Swindon Reference Library has books and other information as has the Wiltshire and Swindon Record Office at present located at Chippenham.

 

It has not been possible to include every heading in the rate book and the ones that, with regret, have had to be omitted are those such as `Estimated Extent' which included the acreage of the land involved and the `Full Net Annual Value' stated in Poor's Rate. However, it is hoped that the information included will be sufficient. Unfortunately, it has not been possible to index the names as this would have increased the cost of the publication substantially. The entries have been checked with the original books in the Wiltshire & Swindon Record Office before re-typing for publication by the Wiltshire Family History Society.

It seems somewhat unfortunate that the enumerator was an Englishman and not a Welshman who would have been more familiar with the various Welsh place names! It must be noted, too, that there were, of course, many other Welsh living elsewhere in the town.
As well as the Welsh Baptist Chapel, the nearest Church of England was St Mark's, the railway church, which was only about five minutes walk from Cambria Place. Throughout the years many other churches and chapels were set up in the New Town of Swindon.
